City centres are facing ever greater challenges, including the loss of importance of traditional retail, social changes, the lack of affordable housing and the consequences of climate change, such as more frequent heavy rainfall events and heat stress. Due to constant challenges, the development of a city centre is never complete. As a holistic planning instrument, an integrated urban development concept (IUDC) helps to take into account all relevant aspects of urban development such as transport, economy, environment, culture and social issues and to bundle measures. Essentially, the aim is to provide the right impetus in the city centre on the basis of an ISEK, for example to encourage businesses and property owners to invest in the location.

With the completion of the Kirchplatz St. Stephanus construction project, the last ISEK for Beckum city centre from 2012(IHMK Beckum Innenstadt 2012) was completed. Urban development funding from the federal and state governments can no longer be acquired on the basis of the old concept. An IUDC is the legal basis for being able to designate an area in accordance with the German Building Code, in which the use of urban development funding is formally possible. This means that only a new ISEK enables the town of Beckum to obtain further urban development funding.
